Yes, that is a pretty old Japanese design…dating back to, at least, I think, the 16th century. Stairs back then in Japanese houses were free-standing, a piece of furniture, and so drawers were frequently built into them, although I’ve only ever seen them come out the side, not directly out of each riser. Cool design.
