[Safety razors] are making a comeback thanks to the close shave they provide and the extremely affordable price of the replacement blades. It basically unscrews and you can insert a razor blade. Because these razor blades are so easy to take out, safety razors are not permitted in your carry-on luggage with the blade. The blades must be stored in your checked luggage.

United Airlines:

Bag fees apply at any point where bags are checked. $25 first bag, $35 second bag. (Each way!)

100 safety razor blades = $17.99 (or enough blades to last me about 4 years)

For what it’s worth I always fly with a travel safety razor and a single blade in my carry-on and have never had an issue. I use these blades (http://amzn.to/xeryVJ) which are $8 for 100 so worst case if they confiscate the blade I’m out $.08 and can pick up a replacement at any drug store.
